[proposal] redesign chip component

Proposal

This component has been a point of concern for many teams give its strict usage pattern/design, dimensions, and overall
cohesiveness with the library. We can refactor this component to allow for more flexibility, while ensuring its compatibility with
other components by improving the design and dimensions.

I'm proposing we alter the design slightly, specifically the dimensions to fit better with our overall "dense" customization of material. We can then take a look at the design as a whole during this process and adjust APIs and expectations if desired.

• Select (we may want to consider displaying multiple selections via chips instead of checkboxes in the dropdown)

Benefits

• Improved cohesivesness within the library
• Potentially update the select component with chips for displaying multiple selections
