Incorporate OBC State checking to Report #172
Description
Motivation: During Testing, it was noticed that trying to submit targets during FlySearch and not CVLoiter would lead to major faults because the OBC is not expecting the response. This can lead to some major confusion, so a feature that accounts for the current TIck state of the OBC and displays it on the Reports page would be more clear.
Additional features could include prohibiting submission in an invalid state, but this should be further dicussed because it can be a GCS-side or OBC-side change.
