Planning for releases 16.2 and 17.0

Can I add a 17.0.beta for an interim step where we only remove the deprecated packages? Then push all of the other stuff prior to 17.0 proper. The thought here is to have our cake and eat it too: we can keep our promise of not breaking backwards compatibility except at major (i.e. 16->17) changes, but also provide a "release" that allows any customer that wants to confirm compatibility between 16.2 and 17.0.beta with the ONLY change being the removal of deprecated packages.

The above-referenced STK snapshot (#14691) has now merged into develop.
We believe we have now made necessary changes to be compatible with Kokkos 5, etc.
I think this is a relatively stable point for STK, so we will try not to make further changes before the Trilinos releases, unless issues are discovered that need to be patched.

Yep, it merged earlier and will be part of 16.2

Right now, we are only waiting for #14731. Once that's merged (as well as release notes) we are good to go for finalizing the release (one more master merge and then branching off a release branch).
