The AT2 runners seem to be down. See e.g. #14580

I just noticed this as well. There appears to be an internal issue with the container registry as best I can tell. Will submit a ticket to our GitLab admins.

GitLab admins were able to help resolve the issue. Our spawners are now able to ping the registry and our runners are now back up.
