Consider applying grid thinning to more places zooms

I see a lot of locality points in 512 px tile 13/4056/2842.mvt, when OSM locality features come in. There are too many to label by themselves.

Consider expanding the grid thinning we added in to more zooms, but with a larger grid spacing? We added this in #1999.
