When a user creates services via the webtool, user must be able to create K=>V pairs. (as in AWS entities) that let's the user to attach information to the services.

Subtasks:

• Service creation should show a form to add KV pairs
• Service update should show a form to update KV pairs
• Services list to present a toogle button to show/hide list of KV pairs - per service
• Services list should let users filter services by KV pairs
