Fix linelength.py not to wrap already translated strings

As it stands at the moment, running the translation tooling workflow also runs linelength.py which is great.. except that it also wraps already translated strings causing the new strings to be considered not translated and causing rework.

We should revisit Pontoon and this script so that this doesn't happen anymore.
