Bot metrics

While there Prometheus metrics for the ingester, we have none for the bot itself.

Some important metrics would be:

1. Completion time of the last check job
2. Who is the leader (watch for excessive churn)

For fun:

1. Number of subscribed users
2. Number of nodes tracked
