Update the demo page with the latest version of the notice

Context

This project was originally a smaller part of
https://github.com/app-illinois/Design-Resources/

That project provides a demo page at:
https://app-illinois.github.io/Design-Resources/

and specifically demonstrates the cookie notice at:
https://app-illinois.github.io/Design-Resources/Cookie-Banner.html

This likely becomes just a fresh commit to the demo pages, with our latest code, HTML and all static files.

When the 2.x.x version is ready, here, we should update the demo pages there to use copies of, and link back to our latest tag, here.

While most folks will adopt through the Illinois Theme/Templates; the key is that we don't want folks looking for the latest banner to land at the 1.x.x version, once 2.x.x is ready.

• update any links to source code to point back to this repository
• replace the contents of https://github.com/app-illinois/Design-Resources/tree/develop/applications/ila-cookie-banner, with a README.md that points to this repository
• do not remove https://github.com/app-illinois/Design-Resources/tree/develop/applications/ila-slideovers. While we use a copy here, that version remains authoritative.
