Question - How to download livestreams per channel

In the settings page, I turned on "Allow livestream downloading (per-channel opt-in)" and I am not seeing anywhere to allow the livestreams to actually download. Is the option missing?

Livestreams are opt-in at two levels, and you've done step 1.

Step 2 is per-channel: open the channel's page, and in the Livestreams section of its settings toggle on "Include livestreams when downloading." Until you flip that on a given channel, livestreams stay excluded even with the global setting enabled.

The global Settings toggle only unlocks the per-channel option — it doesn't enable anything by itself, which is exactly the confusion you hit. In v1.9.37 I've reworded the Settings hint to point you to the per-channel toggle so it's less of a scavenger hunt.

One thing to note: scheduled livestreams that haven't started yet are always skipped, regardless of these settings.

I am not seeing any option like you are describing... Maybe I am blind or misunderstanding? See below screenshots for where I am looking. Note that I have turned the global setting on. I am on v1.9.38
