Annotations mouseover and edit inconsistency

Describe the bug

1. Mouseover on FreeText annotation dosent show author.
2. Mouseover on other type of annotation from right click show just one parameter:

• just author, if content is empty:

• just content, without author:

3. Mouseover doesnt work if you just place new annotation and are in edit annotation mode. It is not possible (??) to quit from this mode, when you created annotation without openedit window. To exit this you need to open edit window manually and close it.
4. Mouseover doesnt work if openedit window is open.

Expected behavior
This is example how mouseover is working in PDF-XChange Editor:

• annotation edit is quitted by click on free space in PDF or ESC key;
• mouseover works always, in edit mode or not;
• it shows just author for FreeText. If no author, it shows Anonim;
• for other annotations it show always author + content, if not empty. Maybe it should be option to choose in settings how it will be displayed??

Many annotations are not used as first intended by Adobe specification and FreeText is one of those.
Take the initial wooly specification said in effect comments are used for markup by proofreaders hence highlight/underline (an area) plus carat and notes (for place at a point) alongside existing text. Typewriter and FreeText were Field Boxes for additional display text.

Thus, FreeText should ALWAYS show text or not exist. (Square is a box without text) The tooltip system overlaps the comments system but have differing requirements as tooltips are for assistive info and "Nesting Comments" are intended for collaboration with replies by reviewers. It is a requirement to indicate when and who added comments, however many annots do not waste time with showing dates!!.

Since there is no hard and fast Adobe guide to why annotations have limits it is always difficult to interpret what a reader should actually do with such as widgets or tooltips. Today we have the PDFA firm up some of those PDFUA concepts, but it is still down to apps how to use them.
