Option to Lock Page Panning (Disable Mouse Dragging)

The Problem:
Currently, when clicking on a blank area of a page and dragging the mouse, the document pans (moves) around. While this is helpful for navigation, it can sometimes be frustrating when I want the page to remain perfectly static while reading or using the mouse for other tasks (like selecting text without accidental movement).

Suggested Feature:
Add an option (perhaps in the right-click menu or as a keyboard shortcut like Shift + L) to lock the page position.

When Locked: Clicking and dragging the mouse should not move the page.

When Unlocked: The current behavior (panning) remains.

Alternatively, a setting in SumatraPDF-settings.txt such as EnableMousePanning = false would also be a great solution for advanced users.

This would provide a "Read-Only" navigation feel similar to some other document viewers. Thank you for considering this request and for all your hard work on this project!
