[FEATURE] Strands SDK AWS Lambda Layer

Problem Statement

As a developer who builds on AWS Lambda, I would like to depend on a Strands SDK supported AWS Lambda Layer so that I dont need to package Strands SDK dependencies myself when using Lambda.

Proposed Solution

Strands SDK team will publish and maintain an AWS Lambda Layer that the community can depend on. The team will be in charge of keeping the Lambda Layer up to date, and addressing any security risks.

Use Case

I should be able to write Strands SDK code for lambda, without packaging any of my own dependencies, and it should just work.
