Update storj-up to v2

This repository uses storj-up v1.X.X.
storj-up v1.X.X has some limitations, see the conversation storj/up#45 (comment)

This issue is for updating storj-up to v2 once the version is released.

Acceptance criteria:

• Bump storj-up to v2.
• Update the corresponding Makefile recipes and Github actions configuration to ensure that works properly with storj-up v2.
• Check if we can use the edge service with the insecure property to enable the test integration_config_register_access.
