Migrate existing paid accounts to new servicePlan module

We've recently improved and refactored some of the paid account features to help give users better insight into what resources their accounts are currently using.

All of the existing paid accounts will need to be migrated to the new API. It should be a simple migration script. Until then, some users may see their plan status set to free even if they have a paid account. Rate limits should not be affected either way.
