Move app downloads to common directory

With the introduction of Versioning Enforcement, we now download an additional artifact (current version of ESCU from Splunkbase to the `downloads` directory) in addition to all the apps (to the `apps` directory).

We should unify all of these downloads into a common `downloads` directory to reduce clutter and consider downloading apps from Splunkbase directly using auth, if possible.
