Update Zig version in Dockerfile to latest master

This change updates the ZIG_VERSION argument in the .devcontainer/Dockerfile from 0.16.0-dev.2877+627f03af9 to the latest master version 0.16.0-dev.3059+42e33db9d. This update was performed in response to a request to ensure the CI uses the most recent Zig build, which helps in resolving build failures on the main branch. All relevant tests were executed and passed successfully.
