PNG repo was renamed

What was previously https://w3c.github.io/PNG-spec/ is now https://w3c.github.io/png/

I thought that GitHub provided automatic redirects on repo rename but apparently not.

Please update the scripts to point to the renamed repo, sorry for the bother :(
