How are LIBXML_LOADED_VERSION / xmlParserVersion determined?

I was trying to understand how LIBXML_LOADED_VERSION but I can't find anything on its value from xmlParserVersion.

I searched for xmlParserVersion and couldn't find any occurence except in the constant def.

xmlParserVersion is a constant defined by libxml2

If it's not clear, the idea is that LIBXML_DOTTED_VERSION is a C preprocessor macro that is set at compile time (based on the libxml2 header files used to compile Nokogiri), and xmlParserVersion is a string constant that's set by the library being used at runtime.

These two can be different if, for example, a shared libxml2 library is resolved at runtime by the dynamic linker that is a different version than you compiled against.
