Enable Monitoring for Switch Ingress Drops by Default

During the development and review of the drop counter monitoring feature, it was sugessted that switch ingress drops should be monitored by default. Reference: sonic-net/SONiC#1912

This issue is opened to track the implementation of enabling switch ingress drop monitoring by default.
