Review the goal of the project: should we keep rule's based approach vs scan/transform only

• We will keep the rule's based approach as "legacy" feature but we will not deprecate it
• Ideally the openrewrite recipes created from the rules YAML should be generated using AI skills (CI automated)
• The tool will be mainly focused now to analyze the code source, provide the information to the Agent (standalone or MCP) as report and/or commands to be executed
• Integrate the new scan command into the analyze
