External references from MIS to SRS for GlassBR

Currently the references to the data definitions etc in the GlassBR MIS are hard coded. This is not a good long term solution, since the numbers could change. The GlassBR package should be changed to use the external package for LaTeX. In addition, a makefile should be written so that all of the documentation can be built at the same time, so that cross-references can be current. This work should wait until the design review of the MIS is complete.
