Currently, when using the
TfListenerin a node that's launched in a namespace, it will subscribe to/namespace/tfand/namespace/tf_static. This is different from the behavior of the C++ and Python implementations, which always subscribe to/tfand/tf_static. This PR fixes that inconsistency.
