On this function , I'm running an error :

    function fund() public  {
        require(msg.value.getConversionRate() >= MINIMUM_USD, "You need to spend more ETH!");
        // require(PriceConverter.getConversionRate(msg.value) >= MINIMUM_USD, "You need to spend more ETH!");
        addressToAmountFunded[msg.sender] += msg.value;
        funders.push(msg.sender);
    }

TypeError: "msg.value" and "callvalue()" can only be used in payable public functions. Make the function "payable" or use an internal function to avoid this error.

Can someone tell me what's going on?

just make the function payable like:

function myFunction() payable {
    // Use msg.value or callvalue() here
}

i.e. 
function fund() public  payable {
        require(msg.value.getConversionRate() >= MINIMUM_USD, "You need to spend more ETH!");
        // require(PriceConverter.getConversionRate(msg.value) >= MINIMUM_USD, "You need to spend more ETH!");
        addressToAmountFunded[msg.sender] += msg.value;
        funders.push(msg.sender);
}

If you want to do fund transfer in solidity or get it's information you need to do it through a address which is payable as well a function which is payable according to your needs.This is essential for handling Ether transactions within the contract.
