PUSH_LOG_RX_DATA (0x88) is already arriving and being dropped in the push router. A raw RX monitor
is a debugging tool rather than a feature, but it is nearly free from here and it is what answers
"is the radio hearing anything at all".

Tasks:

• Route the push and keep a bounded ring of recent packets.
• A view that can be opened and ignored, costing nothing when closed.
• Do not persist it.
