Implement punctuation denormalization

There are two components that are needed to support punctuation denormalization:

1. The analyzer that determines the punctuation and quotation conventions that are used in a corpus.
2. A UsfmUpdateBlockHandler implementation that denormalizes punctuation in a USFM book using the analysis results.
