Support Non Mac Keyboards like Windows Keyboards or even self assembled ones

I tried to configure a Windows Keyboard, but there wasn't a layout, which had all keys.
To solve this, a keyboard layout should be treatable by myself (every time, a pressed key does not exist, it should be created and movable).
This would also add support for self assembled keyboards.

I came here for the same request. I use a Razer Huntsman Analog V2 because of its optical analog switches, it is the only switch type that allows me to use a short activation distance (can even be customized in software) which helps me type in a featherlight manner, reducing pain in my wrists. But unfortunately this isn't available natively for Macs, so for example, the "submenu" key next to control on the right hand side is non-functional on a Mac, which is a shame because that key could be reassigned to something useful, like a second CMD. Currently, only the Winkey can be used as CMD, it's inconvenient.
