More granular access control

Is would be nice to fine tune the access to a omni instance a bit better.

I.E.

UserA:

• Admin role for cluster1
• Read only for cluster2

UserB:

• Read only cluster1+2

UserC:

• Admin cluster2

In addition groups would be amazing.
