Plan for version bumps (1.1 or similar)

Hey there,

Please let me know if this is answered in some OSM thread or elsewhere that I haven't yet found.

What's the general plan for the milestone tagged changes (1.1, for example: https://github.com/shortbread-tiles/shortbread-docs/milestone/1) to be pushed to a new version through the shortbread-tiles org and the broader system?

Do these just need to be implemented in a 1.1 branch and then added to the various tile generation code elsewhere?

I'm looking to help out but unfamiliar with the current plan with doing version changes in the spec.
