Build system's include order is a bit messy

setting STATIC and DEFAULT_OUTMOD currently only works if done in `sledconf`. If set elsewhere (e.g. in a platform Makefile), the build breaks.

However, for many platforms, there is only one value that makes sense for those settings, so they would be better set in the platform's Makefile.
