CI: add release deployment with sen2vm-core.jar package

It have to deploy a release with a github action when pushing of new tag.
The release will come with the new sen2vm-core-.jar builded.

Dear @sdinot ,

CI is pushing to package section, however, the release section is not automatically filled when a new version is generated (triggered by a new tag).

Would it be possible to have it automatically done ?
Since version 1.0.2, we are now providing a Dockerfile that uses the release to automatically install sen2vm-core with sources the sen2vm-build-env docker.
