Upgrade to SXGEO 0.3.1

Upgrade to SXGEO 0.3.1 will:

• Update to Orekit 13.0.3 (instead of 11.3)
• Have a clean dependency on Official RUGGED
• Allow RUGGED to handle of DEM without overlaps in geotile (Sen2VM code to be updated after in dedicated Handling DEM with no overlapping pixel #50 )

To be performed:

• Update to SXGEO 0.3.0 and change code related to Orekit 13 changes
• Regenerate reference data for automatique tests with ASGARD-Legacy based on SXGEO 0.3.1
• Update Documentation
• Update Docker generation if needed
• Update Notebooks if needed
