DELETE_MEDIA Permission

Description

Right now only ADMIN users can remove media from arrs with the the 'Remove from radarr' or 'Remove from sonarr' button.

Desired Behavior

I would like to give users the ability to remove the media themselves without having the ADMIN permission.

I made a pull request that I am working on : #2135 .
I would need some help as I am not that familiar with the codebase and with next.js.
I am having trouble as I can't seem to figure out why the 'Remove from {arr}' button properly shows up for the ADMIN permission but not the DELETE_MEDIA one as in both cases isDefaultService returned false.

It's in Jellyseerr already. You should give a user permission to manage requests, allow everything. Then those buttons become available to non-admin users. I wish it could be done only on requests the user himself issued, but unfortunately it's not, you have to coordinate users so nothing is accidentaly deleted.

@nevzorovdenys Yes but I don't want to give the user the manage requests permissions. In my case this is a permission so that they can delete the medias from the arrs without having the manage requests permissions.

this feature would be fantastic yea.
i have users on mine that is so bad at life that they would 100% delete other peoples media if i gave them access to delete all content.

would be great if making it so they can only delete their own stuff would be a thing! that would actually be huge :D and would save me allot of manual work!
