Avatar Welcome Pack: Old avatar picker should be removed if it's no longer needed.

The canonical way change avatars via the UI in the Second Life Viewer changed to use the Avatar Welcome Pack and the original version was removed.

This may be used elsewhere though - Firestorm? Other TP Viewers? For this reason it was not removed as suggested in the PR code review . If this is indeed the case though, the old version should be removed for clarity.
