New Avatar Picker buttons do not look like buttons

Description

On first look, I was not aware that the 'Avatars' and 'Clothing' headings were buttons.

New users may also not be aware of this.

Open the Avatar Picker

With the limited engineering time available to me, this was the best solution. Maybe better as tabs, but the blue link looks clickable.
