TImezone offset error

Prerequisites

• I am running the latest version
• I checked to make sure that this issue has not already been filed

Expected Behavior

Server should not be producing any error on any request.

Current Behavior

Each and every endpoint is non-functional.
Error: ValueError: Timezone offset does not match system offset: 19800 != 0. Please, check your config files.

Steps to Reproduce

1. Start server.
2. Make any request. Ex: localhost:5000/apidocs.

Context

Setup: Ubuntu 18.04. Chrome. python3.
Timezone set in env: Asia/Kolkata

Try adding timezone to the scheduler initializer as follows:

BackgroundScheduler(timezone="Asia/Kolkata")
