I was looking for contributing guidelines but its not over there

Current Behavior

There is not contributing guidelines in readme.md

Context

what i can do i will edit the readme and will add the contributing guidelines in it so that it would be much easier to undersatand the same

Please assing me the issue so that i can raise a PR under GSOC23

Solution

i will make a section like the following which will contain the guidelines so that it will get much easier to understand how we can contribute
