master still targets minions despite on their condition

When I run some state with condition, for example

# salt -C 'G@roles:VPN' test.ping

    True

BadHostXXX:
    Minion did not return. [No response]
    The minions may not have all finished running and any remaining minions will return upon completion. To look up the return data for this job later, run the following command:

I see a lot (all of hosts) of BadHostXXX output, but it mustn't be shown. In version 3006.1 it works as designed.

If you have a new setup or upgrading, you must be sure, that you have polled all devices and you have such files in cache directory /var/cache/salt/master/minions on master host. Otherwise, salt-master doesn't know about grains/roles for particular hosts.
