[FEATURE REQUEST] Separate master and minion config and other directories

Is your feature request related to a problem? Please describe.

Master and minion are separate things and should:

1. Have different directories in /etc
2. Run as different users (already done?)
3. Have different /run, /var/log, etc directories

There should be clearer lines what utilities call the master or minion. For example salt is a command for the master but salt-call is intended for the minions. The command has no indication for that and it is not obvious.

Master and minion are different things, treat them like it.

Describe alternatives you've considered

I configured it myself to do so on my master host, other minions do not need it as they are not masters.
