BREXX in VM/370 CE 1.2 doesn't properly support SIGNAL ON ERROR, and doesn't support SIGNAL ON FAILURE at all. Pull request adesutherland/CMS-370-BREXX#74 fixes both, and should be included in the next VM/370 CE release.
