its kind of a seed and random thing. after I edit things about the town and then link up the town to another site, the changes do not stay. I'm trying to make specific setting for my towns and the only way to do it is randomly. i hit new town and hope it gives me a hamlet to link. maybe im missing something but, those are my suggestions.
