add support for databricks volumes

In pins for R, there is new support for databricks volumes. There is an fsspec driver for databricks, so it might be easy to slot in, but haven't looked at it closely.

For now, there is no short/medium term plan for this on the Python side, but feel free to 👍 if this is of interest for you to help us prioritize this work!
