Description
As a product owner, I want to add a new 'User Admin' page to the application, which is only accessible by the 'Admin' role, so that basic role-based access control is enabled to manage user permissions.
I will know this is done when:
- A new page called 'User Admin' has been created with a menu item added to the 'RightToolbarMenu'. The page and menu items should only be visible/accessible by users in the 'Admin' role.
- The page shows a list/table of all users, their role, and a menu item for options for each user.
- Admins can create and remove/disable users, and change their role to 'Admin'.
