Port rviz_python_tutorial to ROS2?

I am just trying to understand the feasibility of this. Shouldn't it be possible to use [python_qt_binding](https://github.com/ros-visualization/python_qt_binding) to use Python for RViz2? If it is feasible, I would like to work on a PR for this.
