Replace OP code & tests with RISE

- RISE is already on Mainnet with several realistic Gigagas blocks from RISEx traffic. 
- RISE is OP-compatible, but with many simplifications like having a fixed base fee, no DA footprint (compression in the hot path...), etc.
- At the end of the day, we want less friction to get Parallel EVM LIVE on RISE Mainnet as soon as possible.
