Task: review & improve if needed tests for `admin2` commands

What is the task about?

Compare test coverage of admin2 commands with that of commands that exist in our current corresponding commands.

This will be an umbrella issue for tests for each of the commands.

TODO: make sure when tests fail in the CLI commands we would see the actual exceptions instead
of FileNotFoundError: [Errno 2] No such file or directory: 'out_file_.json'.
