Use `navigator.storage.persist` in browsers that support it

This will prevent browsers from automatically clearing data from IndexedDB in any circumstances other than intentional clearing by the user.

It is not recommended to do this on page load, or in bootstrap code, because the browser may prompt the user to give permission for this. Anyone has ideas for when we could/should do this instead?
