Change message of DiscoveryError when offline #1145
Description
Currently the message says "No storage information found for this user address" even when the problem is being offline. We won't have a perfect offline status in this situation, but at least we can look at navigator.online, which would probably catch the worst offenders (albeit not lie-fi).
