Predictions are clipped at municipal boundaries too aggressively

Predictions along beach in Al Mawasi are missing hundreds of tents due to overaggressive clipping by the Gaza Municipal Boundaries shape file. Check if this can be corrected by replacing this file with a more accurate boundary shapefile without introducing any weird behaviour (e.g. predictions on waves).

I found this could be mitigated by dropping the valid tile fraction to ~0.1 and redrawing the shapefile, but I forget if I tracked that on GH.

@rapsoj can we confirm whether that is fixed with the boundaries on main and a lower valid tile fraction?

To me it looks like the prediction tiles with less than 50% coverage by the boundary layer (i.e. masked out) are being discarded and not producing predictions. I think this is probably buried in the pipeline logic but would be a quick fix.
