Publisher/rev-share partner payouts #90
Description
The ad server should automatically handle payouts to publishers when configured or perhaps at a minimum track the payouts (eg. capture the amount and have a link to an OpenCollective receipt). This would smooth out the process of handling payments to other publishers which is currently a manual process.
Related to #88 in that both involve integrating with payments processors.
